I seen TV paint come up for rig removal. Is there any other free software out to do the task?

You could check out Krita, it's a free Photoshop alternative that has damn good animation capabilities. You can load your frames into the app and paint over them in the same way you'd do it in Photoshop.

Also look at Gimp. It’s another alternative. Though Krista is the best free one out there

Blackmagic Fusion seems to be the only compositing software listed. There is also Davinci Resolve, heck I'm pretty sure you can use Blender's VSE as well. :)

DaVinci Resolve is the software that now contains Fusion. You can do all your post processing in it now. Editing, color grading and effects.

Doh, it's been too long since I've used them! Thanks for the correction. There is another software, that I can't think of, a french based software that's free as well.

Edit: https://natrongithub.github.io/ Natron is the other one that I was thinking of?

There used to be this thing called CinePaint but it was basically a modded version of Gimp. After the original Gimp started handling 16bpc images, CinePaint was discontinued. You can seasily use Gimp for that now.
