I don't think it is stop motion. You could do something similar with model sets and cut-out figures on card, but that looks more like it's done in a 3d computer program. I know I could do it much more easily in Lightwave 3d than with actual sets and a camera, and any other 3d program could do it too.
The light on the road from the headlight, and the smooth camera moves, don't look real. Having a camera float around in the air is easy in cgi, but takes a motion control rig to do with a real camera.
I'm not sure you would really call it animation, anyway, the characters are just static images.
