My lighting setup doesn't have any dimmable light to speak of so I was hoping that this would work as a viable option should the time come. Any supporting or dissuading thoughts?

Just so we're clear, I work mainly with a green screen & live action background plates.
You can get rheostats used for controlling rotary power tools that will work on Lights; will warm color temp as they go down, though. But it's a cheap solution.

VariND will require touching the lens barrel so you'd risk camera bumps. It may not close down all the way and will also effect color rendering (how much depends on the manufacturer). Will also affect camera live view of you're using a dale that will support it.

Stacking ND gels and scrims on the lights themselves is another option.
Can I double up on just the scrim material to get the dimness I want?
You can, yes. Just be sure you are picking the method that best suits your particular problem. If you want many frames of apparent light dimming it may not be the easiest option; might be one of he cheapest, if you use gels! :-p A proper rheostat still feels like the right solution to me.
I'm not actually focused on gradual dimming, per se. Rather, I would like to mimic a specific intensity of outdoor light (i.e. overcast light) in my studio to match my BG plates.

Oh! Gotcha. Then I'd absolutely modify the lights with gels and diffusers and other tools rather than messing with your in-camera exposure with a VariND filter. Lee filters makes a nice filter kit you can get on Amazon that's small but perfect for stop motion (each sheet is 8x10 or so). Far more control.
