Trying to make an owl or just a freaking bird and need a solution on the best materials to make this little guy. I bought some feathers for the wings but what about the chest? I need the chest to have some brown since his face is brown. Any ideas? He's looking rough right now cuz I had to take the feathers off the wrap since things weren't working. He's just in armature form right now so I haven't done anything yet

You could try thin soft plastic EVA foam, or even just material cut into feather shapes and overlapped. You may need quite a bit to get that impression of lots of feathers, so the thin material may be better in the end. At the neck, if you want the feathers to stick out, the foam would be better. Cut them as rows of feathers, not individually or it will take forever!

I've used tissue paper for feathers.  For these Australian magpie wing feathers, I sandwiched a piece of thin armature wire in the centre, between 2 sheets of paper, stuck with some spray glue, then trimmed the paper to shape.  The feather wires were all attached to the wing wires.  I cut a few notches in the edges of the feathers, which helped them look feathery.

For body feathers, you could make rows of feather/scale shapes, overlapping like shingles. Paper could do it, or felt, or fabric.  It all depends on the look you want.  Your character does not appear to be a purely natural owl, but with a bit of human in the body shape, so you may not need a completely realistic look to the feathers.    I took the easy way out and covered the body in fur fabric.  Then I brushed the fur with water and a little pva white glue to make it lay down flat and not move around too much when I animate it.  Hair spray would probably work, but I didn't have that, and I always have glue.

If you want the real feather effect, that would be a lot more work, laying individual breast feathers all over.
